    In this paper, intentions of victims towards housing reconstruction and important factors in decision making on where to live and whether rebuilding own houses or living in public housing were analyzed. Data were gathered through questionnaire survey distributed and collected by mail, which was conducted three years after the earthquake. Targets were disaster victims who live in privately rented housing provided as temporary housing in Sendai after the Great East Japan Earthquake and Tsunami. It was found that only half of them had the plan for permanent housing at the moment. Regarding factors related to housing reconstruction, convenience of location of houses were the evaluated most important, and the living with people of the former community was the least important.

    Purpose – This paper aims to consider the current situation of relocation in Japan after the 2011 Great East Japan Earthquake (GEJE) in the context of past examples and post-disaster housing relocation projects in other countries.
    Design/methodology/approach – Information about international cases of post-disaster housing relocation was gathered though desk and literature review, supplemented by field visits to the sites for direct observation and interviews with people involved in the relocation projects.
    Findings – To be successful, residential relocation must consider livelihood, especially in regards to location. Involvement of the residents in the planning and decision making process creates housing relocation projects that better meet residents’ needs. Japan faces some unique challenges, yet shares commonalities with other countries, for example, in tsunami-stricken fishing areas. Housing relocation in Tohoku must strive to be accountable to the needs of the residents and the specific contexts of their communities.
    Originality/value – There is still a limited amount of literature in English that considers the issues of relocation in recovery after the GEJE in an international context, especially comprehensive comparisons with multiple countries. Although this paper does not deal with each international case in great detail, the comparison provides a good overview of the key issues for residents in post-disaster relocation, and suggests how lessons from international cases could be applied to the challenges that Japan currently faces in relocation planning in the Tohoku region.

    Our country, Japan has progressed with the preparation of living environments for earthquake survivors during time of disaster at Nigata Chuetsu earthquake. However since the Tohoku earthquake and tsunami was one of the worst disasters in history, apart from the problem with environment of evacuation for people in need of help under disaster conditions, difficulties in providing housing support for earthquake survivors have become apparent. Sendai city, its administrative function continued training to support these people at the disaster even before the disaster, they managed to allocate people into housing facilities depending of evacuees' physical condition or situations. On the other hand in small municipalities that suffered horrific damage, a part of aged survivors had to use a public welfare evacuation center due to a loss of life function caused by living at uncomfortable evacuation centers for long periods.

    Public Housing Provided for Earthquake Survivors for The Mid Niigata Prefecture Earthquake differed in site locations and forms depending on the reconstruction policies of the municipalities. In this research, the reality of Public Housing Provided for Earthquake Survivors after five years from the earthquake was analyzed. The results are described below. 1)The households which need consideration for living such as solitary aged people tend to be concentrated in same complexes because of the conditions of site location etc. 2) In the large-scale public housing in urban areas, there is a tendency in general they lack interaction with the local communities. 3) Among the residents of public housing, rather than in order for maintaining the communities in the villages, there are more relatively young households with a strong aspiration for permanent residency which decided to move in after prioritizing each household's relationship with blood relatives etc.

    In the Mid Niigata Earthquake, there are many landslides in the mountains area and the suburban hillside area and many villages are unable to be reconstructed in the original sites. Therefore, these villages are reconstructed through the projects of houses relocation for disaster prevention into safe sites, which are located partly near the old villages and partly near the central town. These houses relocation projects are evaluated variously according to the geographical and social characteristics of villages and to the relocation types. We implemented the questionnaire survey for each sufferer whose house is relocated. As a result, most of them are satisfied. But it is clarified that there are problems, such as the environmental capability of villagers against the new living conditions and the continuity of agriculture in the existing farmlands in the mountains, in the case of relocation of houses into the suburban zone of central town far from the old village in mountains.

    In the reconstruction of Niigata Prefecture after the Chuetsu Earthquake, the damage by“the ground disaster”in the mountain area and in the developed residential area of the city suburbs was characteristic. In the mountain villages where groups had to move because of the earthquake damage, it is important for a sustainable community to not only reconstruct housing lots, but also farmlands which provided their livelihood. These cases could be classified by damage level, the site conditions, and reconstruction policy of the local government. People's desires and reconstruction of their lives were unique. In a housing lots area in the city suburbs, most residents kept living there because most of the housing reconstruction was done in conjunction with the reconstruction of the public roads. Even though many households were worried about safety, they couldn't afford to move and have a double mortgage and other problems.

    This paper describes the results of investigations operated on four timber apartment houses and their seismic diagnosis. The results of the seismic diagnosis were far below the required values in the Building Standard Law. The authors conducted structural reinforcement repair work on two of these apartment houses in collaboration with the Foundation of Sumida Community Development Cooperation in Kyojima. Detailed investigation accompanied by partial destruction of the memgbers were conducted before the repair work, and deterioration of the hidden members were revealed. Their structural performance evaluation is discussed based on the results of the detailed investigation and repair work.

    The purpose of the study was to examine the method for community pre-restoration from Tsunami disaster, in Minami Cho (Town), Pref. Tokushima. Although people living in Minami Cho, have known about Tsunami disaster, and practiced well respondence against it, they have not lessoned for community pre-restoratin after Tsunami disaster. We focused on two points of views such as prevented and respondent activities, and as pre-restoration activities. We made both program of practical study which used time-managed calendar for restoration and simulation cards for the workshop which included town excurtion and community meeting. The results show that people have changed their consciousness and attitudes of not only prevention from Tsunami but also recovery after disaster and that workshop program is effective for community revitarization of small scale town such as old Yuki Town.

    This research revealed how public space and old houses are safe from disasters in small villages that were affected by natural disasters in recent years. Detail survey of affected areas by disaster were conducted, and how people escaped from disaster was interviewed.
    Shrines that had been respected long period of time and anyone can freely access are safe from recent disasters. Housing lots that were built by the time of mid edo period were relatively safe from disasters. Many residents have escaped from Tsunami or disasters by using the places familiar to their past life in the village.
    The research proposed some school education materials in to develop awareness for disasters. Trying to look at maps carefully, and finding out safe public space in their local community, we can develop sense for disaster as a part of developing citizenship skill.

    According to the questionnaire survey on victim’s evaluation of recovery of livelihood, rebuilding of houses and reconstruction of towns from mega tsunami caused by the 2011 East Japan earthquake, it is clarified that the victim’s evaluation of recovery has been progressing year by year through the analysis of cumulative curves of victim’s evaluations. However, the evaluation of recovery in the fourth year of 2014 dose not progressed in contrast of the former three years.
    As a result of multiple linear regression model analysis, it is clear that victim’s evaluations of recovery are determined by four factors such as recovery of daily lives like eating habit, family income and jobs, rebuilding of their houses, and reconstruction of their town. It is expected that a more progression of reconstruction of towns in 2015 of the fifth year is able to progress the victim’s taking of jobs, and rebuilding of houses.

    The disaster recovery measures and its process are deferent from every country, because the cultural, socio-economical and administrative conditions and local community structures are deferent from each other. The recovery process of the 1999 Marmara Earthquake in Turkey is divided into three steps. In the first step, that was the period of 2000-2004, the new development of new towns for people whose offices, shops and houses were collapsed was planned and completed. Approximately 43,000 units of houses and many hundreds of shops and offices were supplied to the suffered owners of them. This step is characterized by the relocation recovery of houses. However, the complexes of shops and offices have been unsuccessful, because nobody walked up to the shops of up-stair floor.
    Only shops faced the street on the ground floor can be continued. In the second step, that was the period of 2003-2006, the reconstruction of shops and offices starts on the original sites in the suffered area. In these areas, the land use regulations of building height are intensified for making buildings against seismic damage. The building height of 6-8 stories were regulated into the height of 2-4 stories in the severely damaged area. The urban space that were reduced into one-half of the former space of built-up areas, was as same as the scale of space which was moved out in the new town for the suffered owners. As a result, many condominiums could not be reconstructed on the original sites, because the co-owners of such condominium could not agreed to rebuilt the condominium of one half capacity. There were many vacant sites of these condominiums. There were a shortage of rented houses in the suffered areas. The slightly suffered condominiums were repaired for the private rented houses for the new comers such as a student On the other hand, shops are recovered as a easy made or temporary shops on the original sites with the crowded peoples In the third step, that is the period of 2007-2009. In the central parts of Adapasari-city and Degr-mendere-city, as a case study area we studied, the exploration of reconstruction of buildings along the main streets was implemented every year and constructed the Data-base of buildings. The process of making the unequal building line can be understood. The condominiums could not be reconstructed under the building height regulation, but the individual or the developer companies reconstructed the new buildings by the purchase of rights of them. Such characteristic process of urban recovery in Turkey is clarified. Additionally, the recovery processes of ten suffered people were collected through the interview researches. It is also clarified that these individual recovery processes are diversified.
