This article aims to analyze the limitations of rail transport in Thailand and Burma before World War II, focusing on inland transport between entrepôts and their hinterlands. Before the arrival of the railway age, the main forms of transportation were by water and by animal power on land. The introduction of steamships in lower river basins and coastal areas improved transport conditions in terms of time and cost. In inland areas where traditional water transport by boat or animal-powered land transport was indispensable, these forms of transport remained unchanged until the opening of the railways. Inland railways inevitably absorbed almost all the traditional forms of transportation, with two exceptions: teak logs and animal transport from inland areas. Teak logs from the Shan highlands and Northern Thailand were still floated down rivers to their destinations, and draught animals such as cattle and buffalo were still brought to market on foot even after the opening of the railways. As these modes of transport were apparently regarded as free, the railways could not dislodge them until people recognized the actual costs involved. The end of traditional forms of transport was not ushered in by the modernization of transport, but by government prohibitions.

This article aims to reveal urban transport policy in Bangkok in the eras of "development" and "democratization" from the end of the 1950s to the mid 1970s, focusing on the politicization of bus services. A unification plan of numerous bus operators led by the Ministry of Transport surfaced at the beginning. Subsequently, Bangkok Municipality's plan, supported by the Ministry of Interior, came out. However, both suffered setbacks through public opinion and leadership fights within the government. Private operators finally pushed forward with unification independently, though this ultimately failed.
When a fare hike in 1968 was withdrawn due to fierce civic resistance, a policy of reducing expenditure instead of introducing fare hikes was considered. As a result of this, a conclusion was reached that there was no method apart from expenditure reduction through unifying existing operators. This unification plan was carried over into the era of "democratization" after the collapse of the Thanom government in 1973, and it made progression within the limits of the license renewal in 1975. Eventually, the plan was settled by the installation of a state-owned company. Then, it was reorganized into the public authority; the Bangkok Mass Transport Authority.
As the politicization of bus services progressed, the unification plan became a tool for materializingpopulist style policy. Political decisions made in regards to countermeasures during general elections and the realization of campaign pledges greatly influenced the realization of unification. Unification in the form of a public authority was finally achieved in order to realize the Khukkrit Government's populist style policy; free bus services for the poor. However, since the bus service has deteriorated, it has not functioned to the degree that politicians expected.

This article aims to reveal the effect of railways on rice transport from the Northeast in wartime and postwar Thailand. Thai railways suffered insufficient transport capacity due to a shortage of rolling stock after the outbreak of World War II for two reasons: Thai rolling stock was requisitioned for Japanese military trains and the railway system gained unexpected “new line” in the “lost territory.” When Central Thailand, the main rice-producing center, had a poor harvest in 1942, the Japanese military was urged to return part of the rolling stock to deliver the rice from the Northeast or Battambang to Bangkok. The Japanese complied with the request to the extent of running a special rice train, but the rolling stock was soon reassigned again to military purposes, to the detriment of rice transport. After the war ended, Thailand tried to improve its situation through the delivery of rice to the Allies and the resumption of rice exports under the International Emergency Food Committee. As more rolling stock was urgently needed to increase rice transport from the Northeast and rice exports from the country, procurement was accomplished by bartering rice. However, the volume of rice transport did not exceed the prewar level even after the rehabilitation of rail transport. During the war, the stagnation of rail transport was not such a serious problem because rice production in the Northeast had also stagnated. The more serious problem occurred after the war as rice production grew rapidly in the Northeast and railways could not cope with the amount of rice dispatched from the region. As domestic transport demand continued to expand more than railway transport capacity, the railways no longer coped with it.

  • Road Improvement after the Constitutional Revolution in Thailand, 1932-1941:

This article discusses the government's road improvement policy in the era of the People's Party government. Because of the rebellion of H. R. H. Prince Boworadet, the government keenly recognized the importance of road improvement for national security. At the same time, James M. Andrews, an American scholar who conducted Thailand's rural economic survey, recommended road improvement from the point of economic development. The government, therefore, laid out an ambitious road construction program that aimed to complete a 15,000 kilometer road network within 18 years. This was the first nationwide road construction program in Thailand.
Though the government intended to construct one nationwide road network within Thai territory, there were still many provinces where neither railway nor road had reached. The first five-year program, therefore, aimed to construct feeder roads for railways that would serve these provinces. Thereafter, the government established many provincial highways all over the territory to ease the dissatisfaction of assembly men and inhabitants whose province was not benefited by the first five-year program. However, as the world situation worsened, the government increased the construction of military roads, which had not been included in the first program, while leaving most provincial highways unimproved.
The People's Party government had to institute road policy from both a macro-and micropoint of view. It had to materialize the macro-intention of completing a nationwide road network for national security on the one hand, but it also had to respond to micro-demands for local roads in every area. Therefore, it pretended to respond to micro-requests by establishing the first five-year program and the provincial highway program. This apparent egalitarianismwas the most peculiar phenomenon of road improvement during the era of the People's Party government.

  • Transportation Development in Thailand, 1897-1932; Mapping of Time-distance from Bangkok

Transportation development is one of the crucial elements in the political and economic integration of a territory. During the Chakri Reformation which began in the late 19th century, Thailand sought to hold firmly on her sover-eignty all over her territory in order to create a nation-state centered in Bangkok and to keep her independence. For this purpose, she began to develop her transportation network by introducing new means of transportation, that is, railways and motor-cars, to ensure the reduction of travel time and transport cost between Bangkok and the peripheries. This paper highlights the development of railways and motor-roads in the era of their introduction by employing the concept of travel time-distance between Bangkok and the peripheries.
To illustrate time-distance from Bangkok in a map, I gathered a number of records of travels written by Kings, officials, and foreigners and calculated average travel speed of every means of transportation taken during in that period. After computing the average speed, I estimated time-distance between Bangkok and important peripheral cities all over the Thailand and plotted their positions in concentric circles centering in Bangkok.
Prior to the introduction of railways, ferry boats and steamers were the chief means of transportation in Thailand. With the invention of steamers, navigation time was remarkably reduced. This was especially true for marine navigation. In contrast to navigation, inland transportation hardly developed except in areas where steamers were available as river transportation. Under these circumstances, maritime cities along the gulf of Siam in the southern and eastern regions were situated "close" to Bangkok, while inland cities in the northern and northeastern regions remained relatively "isolated" from Bangkok.
To bring these isolated areas close to Bangkok, the Thai Government constructed the first national railway from Bangkok to Khorat, the urban center in the northeastern region which the people could access only by the means of land transportation. After the construction of the Khorat line, railway networks were extended to the north and south, respectively. Needless to say, these railways played very important roles of connecting Bangkok and the peripheral cities and dramatically reduced the time-distance between them. Apart from railways, many motor-roads were also constructed as feeder lines to the railways.
By combining roads with railways, tree-shaped modern transportation networks centered on Bangkok were completed by the 1930s. The time-distance maps from the late 19th to the early 20th century show Thailand's efforts at transportation development which guaranteed and facilitated rapid communication, and movement of people, goods and information within the territory and established a physical base of Bangkok as the core of Thai territory. These transportation networks facilitated the political and economic centralization in Bangkok which was to become the peculiar feature of contemporary Thailand.

The result was that while the incidents/accidents by Japanese occurred most frequent at the initial stage of war, those by Thais rapidly increased at the last stage of war, which meant that Japanese had to endure frequent incidents by Thais. The alliance between Japan and Thailand, therefore, was the alliance of endurance.

This study aims to reveal the military transport by the Japanese army during World War II in terms of transport volume, transport items, and transport route by using historical materials regarding to the military transport on railways at the National Archives of Thailand. The result of the study shows that the Japanese military transport was concentrating on the long-distance international transport between Thailand and its neigbouring countries, which resulted in the drastic change in the role of Thai railways whose main role had been the tranbsport between entrepot and hinterland. Therefore, the military transport inevitably damaged the civil transport during the war.

The study showed that there was a tendency of strengthening regulation from private business to public operation in each means of transport : tramways/suburban railways, buses, and urban railways. It also revealed that the recent politicization of urban transport became the main reason of delay in urban transport development.
